If your business relationship is not locked, go to https://account.microsoft.com login ensure you can see all of your account t options them try the create process once again.

I asked the product team about it - they said its because y'all used the aforementioned phone # too many times. I don't know how long you lot need to wait for it to "articulate."
"This mistake bulletin means the user had used the same phone number across multiple accounts (either signing up or restoring suspended accounts) in a short flow of fourth dimension (last few days/weeks). "

I had the same problem over a couple of days, and I tried it once again and once again to unblock my account / creating a new countersign many times, etc. but finally I saw always "your account is temp. suspended ... - Usage limit exceeded. Try again tomorrow."
the solution for me:
I used a unlike telephone number (from a friend) for sending/receiving a new unblock lawmaking
the reason for blocking my account was an issue with my security settings / notification by: my phone number,
which I used temporarly for a 2nd microsoft account too,
and then the outset matter I did later reactivating my account, was to customize my security settings (notification by alternate email only)

which I used temporarly for a second microsoft account likewise,
then the beginning thing I did after reactivating my account, was to customize my security settings (notification by alternate email just)

This is actually helpful! I tried with another telephone number, information technology worked! I have used my phone number to register a few Microsoft accounts to test my app. Probably that is why it said Usage Limit Exceeded.
